This paper is written in response to a Blackboard-assigned requirement which states: “Your team has been assigned the project of implementing the SMS in a company that is not training its employees adequately to meet minimum Federal regulations to maintain its FAR part 135 certificate properly.” The assignment is then broken into three parts: 1) initial critical functions, 2) SMS component training, and 3) promotion of change management. In essence, there are three primary objectives that must be completed for the transition from a traditional safety program to a new SMS: 1) end the existing, 2) transition through a neutral period, and 3) begin anew (Bridges, 2009).

The focus of this section is identifying what the team must do to initiate the new SMS.The safety committee needs to work directly with organizational leadership to establish clear roles and responsibilities for the safety committee in this endeavor. The safety committee must have clear lines of authority and unity of command when it comes to implementing the leadership intent.

Thus, a series of workshops with leadership may be helpful to establish the purpose and need for the change. Ostensibly, the purpose and need for the change is to satisfy the requirements of the Charter; however, the organization must extend beyond just the administrative need and adopt the philosophical, economical, and responsible need and commitment to improving safety performance. Therefore, we need to work with leadership to develop an understanding and motivation to implement the change that goes beyond the fact that it is required.Building a culture for the SMS involves development of shared beliefs and values.
